جولیان بیلی استاد حقوق است و سالها در زمینه داوری بین المللی و حقوق ساخت و ساز فعال است. او در زمینه پروژه های ساخت و ساز بین المللی در صنایع مختلفی نظیر حمل و نقل، انرژی، پتروشیمی و ساخت و ساز به ماشوره حقوقی مشغول است. او اکنون عمده فعالیت های خود را در خاورمیانه انجام داده و وکالت نهادهای دولتی و پیمانکاران در منازعات بزرگ منطقه ای مربوط به ساخت و ساز در امارات، عربستان، عمان، مصر، اردن و عراق را بر عهده دارد.
جولیان در حیطه مسائل مربوط به حقوق ساخت و ساز بسیار فعال بوده و ریاست انجمن حقوق ساخت و ساز بریتانیا را عهده دار است. او همچنین کتاب های متعددی در زمینه حقوق ساخت وساز به رشته تحریر درآورده است.
